Hardware encoding only works if I don't encode a lot and I wonder why they design it that way I could be wrong, but that doesn't sound like a recommendation question to me. Choosing the right video encoding given the set of requirements is a recommendation question, but it's perhaps better suited on our sister site Video Production.

Not all Stack Exchange sites have banned software recommendations. In my limited experience, they are permitted on many of the smaller sites, as long as they pertain to the topic of that site. Leave the high quality comment as an answer. This preserves the formatting (including paragraphs) and allows others to more easily comment on what is presented in the answer. It also allows the author and others to edit the content (as opposed to a comment, in which even the original author cannot perform an edit after 5 minutes).

I'm finding this Stack Exchange is overall poor at producing answers to questions. Nearly half of my questions posted here have gone unanswered for at least 2 years. Of the questions that get answered, most only get 1 answer.

Probably because too few questions are getting answered. Most of the traffic is probably people checking periodically for answers to questions that never got answered.
